Assistant Public Work Director (Pay Range $50,128-$93,849) DOE

JOB SUMMARY: Under the direct supervision of the Director of Public Works, this employee provides daily direction and coordination of the City’s Public Works departments including Fleet Maintenance, Solid Waste, Streets, and Stormwater operations. The Assistant Public Works Director will periodically operate light or heavy equipment, perform routine or specialized skilled work in maintenance and construction of the various departments. The employee will operate a truck, computer, and cellular phone for constant communication access. This employee is responsible for the implementation and enforcement of the policies and approved projects relevant to each department as adopted by the Mayor and City Council. The Assistant Director may attend Council meetings to present budgets, activity reports, and plans for future activities at the direction or in the absence of the Public Works Director.

• Provides for the instructions and training of personnel in safe techniques and operations of public works equipment and systems;

• Assures that operations and procedures of the department comply with federal and state occupational health and safety regulations;

• Plans, develops, coordinates, and administers department projects involving stormwater, fleet maintenance, streets, and sanitation.

• Inspects city-wide projects to assure that completed work meets applicable city and state specifications;

• Reviews, analyzes and establishes procedures and work methods for the department to economically and efficiently utilize equipment and maintain facilities;

• Assures proper record keeping in the field and supervises the preparation of necessary reports;

• Assist and help department supervisors prepare budget requests;

• Assists in writing specifications, compiling cost estimates and recommendations for council review;

• Initiates and maintains contact with consultants and contractors; inspects and report their work-in-progress and finished projects for correctness, quality; and timeliness to the Public Works Director;

• Plans, schedules and delegates work assignments and evaluates finished work of supervisors and workers;

• Assists supervisors in determining the materials, equipment and supplies to be used on a project;

• Transfers personnel and equipment from one project or position to another as necessary;

• Reporting the following to the Public Works Director: Participating and making recommendations in personnel matters related to interviewing and selecting employees, appraising productivity and efficiency of employees, reviewing performance evaluations, handling employee complaints, discipline and/or termination and offering assistance and coaching to employees;

• Assists supervisors in assigning employees to specific duties on a project;

• Plans and recommends improvements in the activities under his/her supervision;

• Maintains satisfactory public relations through courteous and prompt attention to complaints;

• Completes construction site investigations;

• Oversees and supervises site inspection of new construction of roadways, sidewalks, paving, stormwater projects, and other various projects under the Public Works Supervision;

• Operates light and/or heavy equipment and various vehicles in the performance of the job;

• Performs other duties as assigned.

• Knowledge of the principles, practices and techniques utilized for management of municipal departments of public works;

• Knowledge of the use of automotive equipment used in a public works department; fleet vehicle management and maintenance of equipment and facilities;

• Knowledge of principles and practices of construction and maintenance supervision;

• Knowledge of practices used in the operation of heavy and light mobile track and wheel equipment;

• Knowledge of materials and equipment used in public works, and public utilities maintenance and construction work;

• Knowledge of elementary principles and practices of civil engineering as they apply to construction and maintenance of streets, utilities, drainage systems and other public facilities;

• Knowledge of state and federal laws governing labor practices, Convenience Center Operations, DOT Requirements, street and highway signage, and stormwater management;

• Ability to plan, organize, assign, supervise and inspect the work of subordinates;

• Ability to maintain inventory control and administer appropriate purchasing policies and procedures;

• Ability to implement innovative methods to provide more efficient and effective operations;

• Ability to keep routine operational and personnel records and make reports;

• Ability to express ideas and information clearly, concisely and effectively both verbally and in writing;;

• Ability to develop sound plans for the future development of public utilities systems and other public facilities in relation to community needs; and

• Ability to establish and maintain an effective working relationship with the members of the public, consultants, accountants and other city employees;

• Ability to continue educating knowledge for professional improvements;

EDUCATION and/or EXPERIENCE:

• A Bachelor’s degree from an accredited college or university in Political Science, Industrial Management, Civil Engineering or related field is required; AND

• 5+ years’ of work experience in a combination of Public Works or Utilities Operation and Management;

• Must pass a post-offer, pre-employment physical examination, drug test and background check as well as be covered under Research and Special Programs Administration (RSPA) regulations which require pre-employment and random drug screenings and breath alcohol testing;

• Must have an excellent work and attendance record;

• Any combination of education, training, and experience providing the necessary knowledge, skills, and abilities to perform the essential job functions.

LICENSES & CERTIFICATIONS:

• Valid driver’s license;

• OSHA 30-Hour General Industry certification required.

• CDL license preferred;

• Certifications in TDEC Level I within 6 months of hire.

• Certifications in TDEC Level I within 1 year of hire.

• TDOT Asphalt Certified Roadway Technician
