Wastewater Treatment Plant Pretreatment Coordinator

JOB SUMMARY: The Pretreatment Coordinator is under the supervision of the Director of Public Works.. The employee splits his/her duties between the Pretreatment Program and the Wastewater Treatment Plant. This employee will work closely and keep updated on all relevant industrial activities and inform the WWTP Chief Operator and Wastewater Collections Supervisor of relevant developments and activities. The employee may receive general directions from and have his/her work reviewed by the Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Performs routine office work in conjunction with the Water & Sewer Dept. Secretary, related to the daily administration of an Industrial Pretreatment Program, including the issuance of industrial permits, review and approval of industrial pretreatment facility plans and billing for various pretreatment related activities;
Conducts industrial inspections, samplings, and surveillance as required;
Prepares a variety of standard industrial pretreatment reports and assists with the preparation of a variety of standard Wastewater Treatment Plant reports as required by City, State and Federal regulations;
Reviews industrial data gathered by observation and laboratory testing for violations and issues “Notice of Violation(s)” as appropriate, “Cease and Desist Orders”, “Compliance Orders”, “Consent Orders”, “Show Orders”, and/or “Emergency Termination of Services Orders”;
Completes office/laboratory paperwork as required by the daily operations;
Participates in the daily operations and maintenance of the Wastewater Treatment Plant including routine laboratory analysis and daily maintenance activities;
Other related duties may be assigned.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Comprehensive knowledge of the principles, practices, methods, techniques, and equipment used in the operation of a wastewater treatment plant;
Knowledge of current laws, rules, and regulations concerning wastewater treatment and industrial pretreatment issues;
General knowledge of maintenance procedures and practices including electrical, mechanical, pumps, and monitoring systems commonly used in wastewater treatment;
General knowledge of office equipment, computer equipment, and general filing techniques;
General knowledge of the purpose and use of laboratory procedures and equipment used in wastewater treatment;
General knowledge of environmental field survey and analytical techniques;
General knowledge of the operation and use of safety procedures and equipment generally used in wastewater collection systems and treatment plants;
Ability to use self-contained breathing apparatus, confined space procedures and other safety equipment;
Ability to generate reports from data gathered in the daily operations of the wastewater plant;
Ability to operate a light duty truck and other modern office equipment including computers and sensitive laboratory equipment;
Ability to communicate effectively with others; Must have an excellent attendance and work record

EDUCATION and/or EXPERIENCE:

High School diploma or GED required, preferably supplemented by courses in chemistry and wastewater treatment operations;
5+ years of experience in the operation of a treatment facility and wastewater collection system;

LICENSES & CERTIFICATIONS:

Valid Driver’s License
Must possess a Grade IV Certification in Wastewater Treatment;
Must obtain Pretreatment Certification from the sate within 24 months of assuming the position.

Majority of work is performed indoors with some outdoors where employee will be exposed to extreme weather conditions. The employee may be exposed to moving parts, loud noises, fumes, chemical and biological hazards, toxic chemical substances and high places. Will also work with sharp tools and hazardous machinery with moving parts, loud noise, dirt and dust.
